Institutional Repository (IR) is a system in which an institution (university) digitally stores full-text data of its research output, such as journal and conference papers, research reports, slides, textbooks, etc., and establishes a network platform to provide full-text retrieval and usage. Institutional collections can be imagined as a search engine primarily focused on the research output of specific institutions. It does not replace journal publication, but rather adds a channel for the use of research results.

The copyright issues of published academic papers, as shown in the following figure, can be summarized into the separation of powers model:
Self archiving right
Full text indexing right
Full text access right
At present, most journal publishers allow institutional collections to retain at least two rights: self collection and full-text indexing. That is to say, based on the spirit of establishing our institution's collection system, we can increase the channels for research results to be searched, presented, and used, but there will be different collection policies depending on the restrictions of different publishers. The following are several possible collection policies for this system:
Users can download full-text literature without copyright transfer issues and saved in this system through full-text search.
If there are full-text self collection documents in this system but no full-text acquisition rights, full-text search will be provided. If our school has subscribed to the database or electronic journal to which the literature belongs, the full text can also be downloaded directly. Otherwise, the full text can be downloaded at your own expense through the bibliography or publisher link provided by this system.
If the full text is not saved in the system, a bibliographic search of the literature will be provided.
Since 2004, universities around the world have begun to establish institutional collections, which have many positive benefits for researchers, universities, governments, and other levels
For scholars/researchers
Increase the exposure channels for research papers and improve their citation rate and visibility
Able to systematically organize, present, and promote individual and team research results
It is more convenient to search and obtain various academic data

Establish a comprehensive preservation mechanism for academic achievements and research processes in the school

This plan originated from the Ministry of Education's commission to the National Taiwan University Library in May 2005 to establish the operational framework, mechanism, and execution strategy plan for the "Taiwan Academic Research Resource Center". After evaluation by the Ministry of Education, the plan was deemed an important task that the government authorities could not afford to delay. Therefore, starting from June 2006, the National Taiwan University Library was continued to be commissioned to implement the "Establishment of Institutional Academic Achievement Collection Plan", using National Taiwan University as an example of institutional collection operation, developing institutional collection software and completing relevant administrative process documents and standard specifications, as a reference for the establishment of institutional collections in various universities in Taiwan.
In order to maximize the effectiveness of institutional collections, the principle of decentralized establishment and centralized presentation is established: each school establishes its own institutional collection, collects academic research results from each school, maintains the subjectivity of each school, and showcases its own research characteristics and research energy; In addition to their own systems, establish a common Taiwan Academic Institutional Repository (TAIR), http://tair.org.tw/ )The entrance website serves as a window for the accumulation, display, and utilization of the overall academic research achievements of the country.
Therefore, in the Taiwan Institutional Depository (TAIR) system, all academic resources stored in the NCKUR system of National Cheng Kung University can be retrieved synchronously. This not only increases the opportunities for our academic research results to be searched and connected, but also improves the exposure and influence of our research results. Through the TAIR system, relevant academic research from various universities in Taiwan can be retrieved and connected simultaneously.
