The popularization and dissemination of science is an important link in the practice of scientific development. The degree of scientific popularization marks the quality of a country's nationals. Astronomical science has a unique role in propagating materialism and scientific cosmology, breaking superstition and countering all kinds of fallacies.

In order to promote the astronomical science popularization cause and give full play to the scientific popularization advantages of the major observatories of the Chinese Academy of Sciences, the Science Popularization Office of the Chinese Academy of Sciences organized a unified science popularization group in 2000, and in 2015 changed its name to the Chinese Academy of Sciences Astronomical Science Union. It concentrates on the science power of the Chinese Academy of Sciences National Astronomical Observatory, Purple Mountain Observatory, Shanghai Astronomical Observatory, Yunnan Observatory, National Time Service Center, Urumqi Astronomical Station, Changchun Satellite Observatory, Nanjing Astronomical Instrument Factory, Nanjing Optical Instrument Research Institute and Qingdao Observatory. To jointly carry out various types of astronomical science activities. The committee meets annually to summarize and exchange scientific work experience and coordinate national astronomical science activities.
The science and technology staff of the various observatories of the Chinese Academy of Sciences have noticed that the astronomical science in the form of network has undergone revolutionary changes in the object, capacity and speed of information dissemination. Especially for young people, the Internet has become an important carrier for them to accept new knowledge and new information. To this end, the observatory stations have each established their own astronomical science websites in recent years, making an important contribution to the science popularization education. However, the astronomical science websites of various stations are scattered and fail to give full play to the comprehensive advantages of the Chinese Academy of Sciences Observatory system. To this end, the Astronomical Science Committee recognizes the need to display the science work of each station on a unified and comprehensive network platform, and combine the existing advantages of various science websites to create a high starting point, large scale, and A comprehensive astronomical science website with more highlights.
In October 2007, the Chinese Academy of Sciences Astronomical Science Committee held a working meeting in Qingdao, and seriously discussed the advantages and disadvantages of the existing popular science website. It decided to design a professional website design company based on the “Shanghai Online Observatory” hosted by the former Shanghai Observatory. The establishment of a Chinese Academy of Sciences Astronomical Science Network Committee, the Shanghai Observatory specifically hosted, a collection of astronomical stations in the astronomical science portal.
