12321 Center for Reporting and Accepting Network Problems and Garbage Information

12321 Network Bad and Junk Information Reporting and Acceptance Center (hereinafter referred to as "12321 Reporting Center") is a reporting and acceptance organization established by Internet Society of China under the entrustment of the Ministry of Industry and Information Technology. Responsible for assisting the Ministry of Industry and Information Technology in accepting, investigating, analyzing and dealing with reports of bad and garbage information in various forms of information communication networks such as the Internet, mobile phone network, fixed telephone network and telecommunications business.

1、 Job Responsibilities:

1. Receive reports from various sectors of society regarding internet misconduct and spam information;

2. Verify, compile and analyze the issues reflected in the report, and submit it to relevant government departments;

3. Supervise the acceptance of user complaints and reports of network problems and spam information by basic telecom operators and other related telecommunications companies;

4. Assist relevant government departments in lawfully investigating and punishing reported online misconduct and spam information;

5. Collect and publish the results of handling network misconduct and spam information;

6. Other matters entrusted by the Ministry of Industry.

2、 Scope of acceptance:

1. Bad and junk information spread and sent through Internet websites, forums, emails, instant messages, blogs, etc;

2. Spreading and sending harmful and junk information through SMS, MMS, ringback tones, WAP, IVR, mobile games (including pager), etc;

3. Spreading and sending harmful and junk information through telephone, fax, and other means;

4. Spreading and sending harmful and junk information through other information and communication networks or telecommunications services.

3、 Reporting method:

1. WeChat: Follow the 12321 WeChat public account "12321 Report Center", click "I want to report" or directly send text, voice, or screenshot reports;

2. Weibo: Please follow the "12321 Report Center" and send a private message or @ 12321 Report Center to report;

3. SMS: You can send a message to the five digit number "12321" to report spam messages. Manually enter the reported number (i.e. spam sender number, which is important) in front of the SMS content you want to report, add a " *" symbol to separate the following SMS content, and then send it to the five digit short number "12321";

4. MMS: Enter the reported number in the "title bar" of the MMS you want to report, add a " *" symbol to separate the following MMS titles, and then send it to "12321";
