Central Youth League School (China Youth University for Political Studies)

The Central Youth League School was founded in September 1948. Its predecessor can be traced back to the Lenin Youth League School founded in Ruijin, Jiangxi in December 1932. It has the same roots as the Luxun Youth School, Anwu Youth Training Class, and Zedong Youth Cadre School, and has red genes, a long history and glorious traditions. In September 1985, the China Youth University for Political Studies was named and established on the basis of the Central Youth League School. Since 2012, it has been jointly established by the Central Committee of the Communist Youth League and the Ministry of Education. All the presidents of the school have concurrently served as the main person in charge of the Secretariat of the Central Committee of the Communist Youth League. Comrades such as Feng Wenbin, Hu Yaobang, Han Ying, Wang Zhaoguo, Hu Jintao, Song Defu, Li Keqiang, Zhou Qiang, Hu Chunhua, Lu Hao, and Qin Yizhi have successively served as presidents of the school. The current president is He Junke, the first secretary of the Secretariat of the Central Committee of the Communist Youth League. The school party committee is in charge of daily work, and the current party committee secretary is Professor Ni Bangwen.

After the establishment of the Central Youth League School, it has always shouldered the important mission of educating and training outstanding backbone talents for the party's youth mass work, and has always been highly valued and cared for by the Party Central Committee. Mao Zedong, Zhou Enlai, Liu Shaoqi, Zhu De, Deng Xiaoping, Chen Yun and other older generation proletarian revolutionaries have visited the school many times to give reports, attend opening and graduation ceremonies, meet with students and faculty, send congratulatory speeches and letters, and made a series of important instructions on the construction and development of the school and the training of young talents.

Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has attached great importance to the work of youth and the Communist Youth League, and has included the reform of the Central Youth League School into the overall planning and integrated promotion of the reform of the Central Youth League. In April 2016, General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to study and review the "Reform Plan of the Central Youth League", and made important instructions and clear requirements for the reform of the Central Youth League School. In November 2017, General Secretary Xi Jinping presided over the first meeting of the 19th Central Leading Group for Comprehensively Deepening Reforms, and reviewed and approved the "Reform Plan of the Central Youth League School", which pointed out the direction for the reform of the Central Youth League School and provided a fundamental guideline. In March 2018, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Reform Plan of the Central Youth League School", pushing the reform of the Central Youth League School into the fast lane. The Reform Plan of the Central Youth League School clearly states that the school is a political school with distinctive characteristics in the field of youth work of the Party, and undertakes the important mission of educating and training cadres for the Party's youth mass work; it clearly states that the main focus is on the research and consultation of the Party and government's youth work policies and strategies, and the construction of a high-end think tank for the work of the Communist Youth League; it clearly states that the brand and enrollment code of the China Youth University of Political Science will be retained, and graduate education will continue to be held to cultivate high-level youth work professionals; it clearly states that a training and exchange base for young political cadres at home and abroad will be established.

Under the attention and care of the Party Central Committee, the Central Youth League School holds high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studies and implements General Secretary Xi Jinping's important thoughts on youth work, fully implements General Secretary Xi Jinping's important instructions on the reform and development of the Central Youth League School, adheres to the fundamental principle that the Youth League School belongs to the Party, and is based on the fundamental positioning of the Party as a political school with distinctive characteristics in the field of youth work. It serves the Party's youth cause and the needs of the Communist Youth League in the new era, focuses on the main responsibilities and main business of the education and training of League cadres, insists on running schools with new concepts, new ideas and high standards, unites and leads all teachers, students and staff of the school to faithfully fulfill the political responsibility of educating people for the Party and cultivating talents for the country, and strives to practice the original mission of spreading the Party's theory and cultivating League cadres and young cadres for the Party. The reform has achieved important phased results, and various undertakings are booming.

The school has three types of secondary institutions, including education and training, teaching and research, and party and government services. Among them, the education and training departments include the rotation training department, the training center, and the academic affairs department. The teaching and research departments include the School of Marxism, the Party's Youth Movement History Teaching and Research Department (Department of the History of the Communist Party of China and the Youth Movement), the Youth Ideological and Political Education Teaching and Research Department (Department of Youth Work), the Party's Mass Work Teaching and Research Department (Department of Social Work), the Youth Movement History Archives of the Central Committee of the Communist Youth League, the Graduate Department, and the Scientific Research and Think Tank Department. The party and government service departments include the Party Committee Office (President's Office), the Party Committee Organization Department (Personnel Department), the Party Mass Work Department (Disciplinary Committee Office), the General Affairs Department, and the Finance Department.

The school is the party's position for training league cadres and young cadres. It takes the leading cadres of the league as the main object and political training as the main content to cultivate young cadres who are loyal to the party, loyal to the people, love young people, and work hard, and strive to provide talent and intellectual support for the party's youth mass work and the construction of the Communist Youth League in the new era. After more than five years of reform and construction, the school has the ability to carry out regular, normalized, and large-scale education and training of league cadres in accordance with the requirements of political training. The distinctive education and training of league cadres has been fully launched, and the scale of training has steadily expanded. From 2018 to 2021, a total of 16,498 trainees have been trained, equivalent to 400,300 person-days.

The school adheres to the combination of internal and external, and the simultaneous promotion and cultivation of talents, and vigorously builds a high-quality and professional teaching staff with strong political, professional and good work style. The school has increased its efforts to introduce talents, and continued to implement the special training plan for improving teacher capabilities and the training plan for young backbone teachers. The scale of teachers has steadily expanded, and the personnel structure has been continuously optimized. A group of young and middle-aged newcomers who can not only teach on the podium, but also write academic papers, propaganda articles, advice reports, and party theoretical research articles have emerged. The school obtained the right to confer master's degrees in 2003. After the reform, it will continue to hold graduate education in the name of China Youth University for Political Science, and play its role in teacher cultivation, discipline construction, academic support, and international exchanges. The school's graduate education adheres to the connotative development path of "precision, specialization and strength", consolidates the discipline foundation, pays attention to basic norms, highlights the characteristics of youth affairs and the work of the Communist Youth League, and strives to build a high-level talent training system that meets national standards and highlights the characteristics of the party and the league, and strives to cultivate high-level youth work professionals with high political quality, solid theoretical foundation, good professional quality, strong practical ability, social responsibility and international vision.

The school currently has first-level master's degree programs in Marxist theory and other disciplines, and professional master's degree authorization programs such as social work. In 2018, it was selected as a construction unit for the granting of doctoral degrees in Beijing. At present, it recruits academic masters in 9 majors, including Marxist philosophy, Chinese philosophy, foreign philosophy, basic principles of Marxism, research on the sinicization of Marxism, research on basic issues of modern Chinese history, ideological and political education, juvenile and children's organization and ideological education, and youth studies, as well as professional masters in social work. The school is the first national research and training base for the "Youth Marxist Training Project" of the Central Committee of the Communist Youth League, a co-construction unit of the "Youth Political Talent Training Research Base" of the Central Compilation and Translation Bureau, and the first training base for social work professionals of the Ministry of Civil Affairs.

The school strives to promote the integration of theoretical research, policy advice and education and teaching, and build academic support. The school is the supporting unit of the national "Research Center for the Theoretical System of Socialism with Chinese Characteristics of the Central Committee of the Communist Youth League" approved by the Central Propaganda Department. With the policy and strategic research and consultation of the youth work of the Party and the government as the main direction, focusing on key research areas such as the ideological and political guidance of youth in the new era, it is committed to building a high-end think tank for the Communist Youth League and youth work. In recent years, teachers of the school have undertaken a number of major projects and youth projects of the National Social Science Fund, major projects of Marxist theory research and construction projects, humanities and social science research projects of the Ministry of Education, Beijing Social Science Fund projects and other vertical scientific research projects, published a number of high-level academic works, and published a series of academic achievements in important newspapers and periodicals such as "People's Daily", "Guangming Daily", "Chinese Social Sciences", and "Seeking Truth". In recent years, a number of research results have won the second prize of Beijing's outstanding achievements in philosophy and social sciences, the theoretical achievement award of the Central Committee of the Communist Youth League, the Economic Daily's "Xi Jinping's Economic Thought Research Essay Competition" Excellence Award and other relevant awards from other ministries and commissions. The "Chinese Youth Social Sciences" sponsored by the school is a famous journal and column of the Ministry of Education, a source journal of the Chinese Social Science Citation Index (CSSCI), a national Chinese core journal, a core journal of Chinese humanities and social sciences, a core journal of Chinese science and technology, and an important source journal for reprinted newspapers and periodicals.

The school attaches great importance to collecting, sorting and protecting cultural relics and historical materials of the Youth Movement history, carries out the editing, research and utilization of archival materials of the Youth Movement history, strengthens the construction of literature and information resources in the field of youth research, and promotes the construction of disciplines, historical research, talent training, exhibitions, social education and other functions. The Youth Movement Archives of the Central Committee of the Communist Youth League is an authoritative professional institution in China with rich collections and diverse archives, playing an important role in preserving history, advising politics and educating people. The Youth Research Information Center focuses on building a domestic thematic database integrating youth and children's development, youth organizations and youth work, children's organization development, and international youth development. The library is a branch of the Central Committee of the National Library of China, with a high degree of digitization and intelligence, sufficient collections of documents, and many special resources.

The school strives to build a training and exchange base for young political cadres at home and abroad, serve the overall situation of the party and state diplomatic work such as the "Belt and Road" construction, and undertake the training tasks of young cadres of foreign political parties. Serving the needs of the central government's work in Hong Kong and Macao, it undertakes the task of organizing training courses for young cadres in Hong Kong and Macao. Recruit a small number of international students to study for a master's degree at the school.

The school plays a guiding and leading role in local youth league schools, is responsible for the secretariat of the China Youth Work College Association; undertakes the responsibilities of the secretariat of the China Young Pioneers Work Society, and promotes theoretical research and discipline construction of the Young Pioneers.

The school is the sixth national civilized unit and the first batch of "civilized campuses" and "Beijing garden-style units" named by Beijing. The campus accommodation environment is good, the sports venues and sports facilities are complete, and the information service system is sound. In recent years, the school has won honorary titles such as "National Advanced Unit for Spiritual Civilization Construction", "Capital Civilized Unit Model", "Advanced Grassroots Party Organizations of Central and State Organs", "Civilized Units of Central Direct Agencies", and "Advanced Units for Greening and Beautification of Central Direct Agencies".
