Shanghai Open University is a new type of higher education institution organized by the Shanghai Municipal People's Government, approved by the Ministry of Education, and managed by the Shanghai Municipal Education Commission. The school was formerly known as Shanghai TV University, which was founded in 1960.

The school is supported by modern information technology and takes distance open education as its main form, mainly providing junior college and junior college-to-undergraduate education for adults. The school currently offers 51 majors and has about 80,000 registered students. Since the school was founded, it has trained more than 570,000 undergraduate and junior college graduates of various types.

The school has carried out large-scale non-academic education and training in response to the needs of Shanghai's economic and social development. It conducts non-academic training for 5 million people online and offline each year, and has built a number of special colleges for specific learning groups.

The school implements systematic schooling, relying on government, industry and social resources to set up more than 40 branches and teaching points throughout the city, providing students with comprehensive learning support services.

The school is not only the university with the largest number of students in Shanghai, but also an important platform for Shanghai to build a lifelong education system and a learning society. The school affairs committee is composed of the deputy mayor of Shanghai in charge of education, the relevant departments, organizations and school leaders of the municipal party committee and municipal government. The school actively plays the role of the Shanghai Learning Society Construction Service Guidance Center, and strives to promote citizens' lifelong learning and learning organization construction; plays the role of the Shanghai Lifelong Education Credit Bank Management Center, and carries out the recognition, accumulation and conversion of various learning achievements; is responsible for the construction and operation of Shanghai Lifelong Learning Portal - Shanghai Learning Network and a series of special learning networks, as well as the Shanghai Education Resource Center with a total of nearly 110,000 learning resources and a storage capacity of 18T, providing citizens with one-stop learning support services.

The school is the host unit of the UNESCO "Sister University Network for Distance and Open Learning". It has won the important UNESCO awards for the application of information and communication technology in education and teaching - the "King Hamad" Award, the "Group Excellence Award" of the International Distance Education Council, and the "Excellence Supporting Institution Award" of the African Distance Education Council. The school has established strategic cooperation with open universities in the United Kingdom, the Netherlands and other countries and the African Distance Education Council, and has passed the education quality review of the International Distance Education Council.
