History

The school was founded in 1984 and has gone through the Shanghai Municipal Political and Legal Cadre College, Shanghai Law College and Shanghai University Law School. It began to recruit undergraduate students in 1993 and graduate students in 1998. In September 2004, the Shanghai Municipal People's Government approved the establishment of Shanghai University of Political Science and Law on the basis of Shanghai University Law School (Shanghai Municipal Political and Legal Cadre College). In November 2014, the school was transferred to the management of Shanghai Municipal Education Commission and jointly established by Shanghai Municipal Education Commission and Shanghai Municipal Justice Bureau. In 1956, the Ministry of Justice established a law school in Shanghai, which was closed in 1960. In 1982, the school was restored and the Shanghai Judicial School and Shanghai Judicial Cadre School were established, implementing a management system of "one team, two brands". In 2008, the Shanghai Judicial School was fully incorporated into the Shanghai University of Political Science and Law.

School Positioning

The school adheres to the school philosophy of "based on politics and law, serving Shanghai, facing the country, and looking at the world", adhering to the school motto of "hard work, truth-seeking, pioneering and innovative", and taking the innovative development path of "cultivating specialties based on needs and promoting strength with specialties", striving to cultivate high-quality compound application-oriented talents with both moral and legal knowledge, comprehensive development, broad foundation, practical ability, innovative thinking and global vision, and establish a discipline system with law as the main body and coordinated development of multiple disciplines such as management, economics, literature, education, and art, focusing on promoting the construction of first-level disciplines such as law, political science, sociology, Marxist theory, public administration, business administration, theoretical economics, applied economics, Chinese language and literature, foreign language and literature, journalism and communication, psychology, drama and film, and national security, and strive to create a first-class application-oriented university with distinctive political and legal characteristics.

Disciplines and majors

The school has the School of Law (School of Mediation), the School of Economic Law (Silk Road Law School), the School of International Law, the School of Criminal Justice, the School of Police, the School of Artificial Intelligence Law, the School of Economics and Management, the School of Government Management, the School of Language and Culture, the Shanghai Documentary School, the School of Marxism, the School of International Exchange, the School of Continuing Education and other secondary colleges and teaching departments such as the Sports Department.

The school insists on discipline construction to lead development. The law discipline (including international law, administrative law, penology, financial law, and environmental and resource protection law) is a first-class discipline and plateau discipline in Shanghai. It has formed a number of characteristic disciplines (directions) such as international law, administrative law, penology, criminology, environmental and resource protection law, international politics, and the sinicization of Marxism. Some of them are in a leading position in Shanghai and even the whole country; focus on creating emerging disciplines such as national security and artificial intelligence law, and characteristic discipline direction groups such as legal protection of urban governance, "Belt and Road" justice, and "Belt and Road" security and counter-terrorism research. There are currently three first-level master's degree programs in law, Marxist theory, and journalism and communication, and six professional degree master's programs in law, international business, social work, journalism and communication, auditing, and translation. In 2021, the Ministry of Justice and the Ministry of Education approved the Master of Laws (foreign-related lawyers) training program. The school jointly trains doctoral students with six domestic and foreign universities, including Zhejiang University, Shanghai University of Finance and Economics, Kyrgyz National University for Nationalities, and Uzbekistan National University of Law, and jointly trains postdoctoral students with East China University of Political Science and Law. According to the 2020 China Best University Ranking by Soft Science, the school ranks fourth in the "2020 China Political Science and Law University Ranking"; in the "2020 China University Freshman Quality Ranking", the school ranks 156th among the 1,200 shortlisted universities.

There are more than 40 undergraduate majors (directions) including law, penology, intellectual property, community corrections, economics, business administration, financial management, international economics and trade, auditing, economics and finance, taxation, e-commerce and law, sociology, social work, labor and social security, applied psychology, political science and administration, international politics, administrative management, Chinese language and literature, journalism, radio and television, radio and television editing and directing, English, Russian, translation, ideological and political education, and Chinese international education. Since 2014, the university has enrolled students from Hong Kong, Macao, Taiwan and overseas Chinese.

Law and penology are national first-class undergraduate majors, penology and social work are national characteristic majors; international economics and trade, social work, ideological and political education, journalism and other four majors are provincial first-class majors; law and business administration are Shanghai undergraduate major comprehensive reform pilot majors, financial management and social work are Shanghai applied undergraduate pilot majors; law major (artificial intelligence law direction) is the first undergraduate enrollment major in the country; people's mediation, community correction and television documentary three undergraduate majors are the first in the country and have been highly recognized by the industry. The school has been approved by Shanghai's first-class undergraduate education and first-class graduate education plans. It has Shanghai's outstanding legal talents, outstanding foreign-related legal talents, and outstanding news and communication talents training bases. It is one of the only two law "professional comprehensive reform pilot" universities in Shanghai. It is a construction unit of Shanghai University Demonstration Marxist College and a "key cultivation institution" for Shanghai University's curriculum ideological and political education and teaching reform pilot. It is a member unit of the "Lige Alliance" of national political and legal universities.

Talent cultivation

The school insists that talent cultivation is the foundation, undergraduate education is the root, and education quality is the lifeline. It implements full-staff, all-round and full-process education to comprehensively improve the quality of talent cultivation. In recent years, the school has achieved a series of results in the innovation and entrepreneurship education of college students, including the highest award of the 7th National College Students Innovation and Entrepreneurship Annual Conference, the champion of the 7th National College Students Moot Court Competition, the special prize of the 7th Shanghai "Zhixing Cup" Social Practice Competition, the special prize of the 16th Shanghai "Challenge Cup" Final, the first prize of the American College Students Mathematical Modeling Competition, and four Shanghai College Students Rule of Law Debate Championships. The documentaries shot by college students have won many domestic and international awards; the school's men's and women's cricket teams have won the National Cricket Championship (Promotion Group) for many consecutive years. In September and October 2017, UN Secretary-General Guterres and Shanghai Cooperation Organization Secretary-General Alimov sent congratulatory letters to the school's College Students Model United Nations Association, praising the association's positive contributions. The employment quality and employment satisfaction of graduates have steadily improved. In 2013, the school was awarded the title of "Shanghai Advanced Collective for Promoting Employment" by the Shanghai Municipal Government.

Faculty

The school adheres to the strategy of strengthening the school with talents, with strong faculty, optimized structure and reasonable echelons. It has a faculty with solid professional theoretical foundation, close contact with domestic and foreign practical circles, rich teaching experience and international vision. There are more than 800 faculty members and more than 600 full-time teachers. Among them, teachers with senior professional titles account for nearly 50% of the total number of teachers, and teachers with doctoral and master's degrees account for 90% of the total number of teachers. More than 160 teachers are qualified as doctoral supervisors or master's supervisors. In addition, the school has also hired more than 200 experts and scholars from domestic and foreign academic circles and practical departments as visiting and part-time professors.

National Projects

The school actively connects with the major needs of national and social development and actively serves the national strategy. On September 13, 2013, President Xi Jinping announced at the Shanghai Cooperation Organization Bishkek Summit that China would establish the "China-Shanghai Cooperation Organization International Judicial Exchange and Cooperation Training Base" at the Shanghai University of Political Science and Law, and was willing to use this platform to train judicial talents for other member states. Since then, in 2014, 2015 and 2018, President Xi Jinping emphasized at the SCO Dushanbe Summit, Ufa Summit and Qingdao Summit that China should rely on the China-SCO Base to train judicial talents for member states. In 2017, the China-SCO Base was included in the "Shanghai Action Plan for Serving the National "Belt and Road" Construction and Playing a Bridgehead Role" by the Shanghai Municipal People's Government.

The school has made full use of the three functions of the China-SCO Base, namely training, think tank and forum, and has achieved a series of results. The China-SCO Base has been entrusted by the Ministry of Public Security, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Commerce and other central ministries and commissions to successfully complete dozens of external training tasks. It has been approved as the "Belt and Road" Judicial Research Base of the Fourth Civil Court of the Supreme People's Court, the Shanghai Cooperation Organization Prosecutor Training Base of the Supreme People's Procuratorate, the China-Shanghai Cooperation Organization Legal Services Committee Cooperation and Exchange Base of the Ministry of Justice, the Mediation Theory Research and Talent Training Base of the Ministry of Justice, the Regional and Country Research Center approved by the Ministry of Education for filing and construction, the Ministry of Education's All-media Era Education Law and Regulations Execution Research and Practice Center, Shanghai University Humanities and Social Sciences Key Research Base, Shanghai "Belt and Road" Security Cooperation and China Overseas Interests Protection Collaborative Innovation Center, Shanghai Education Legislation Consultation and Service Research Base, Shanghai Regulatory Document Filing Review Work Research Center and other important platforms. The school is a member of the "Belt and Road" Think Tank Cooperation Alliance. International Exchange

The school adheres to the internationalization strategy of running schools. Education "going out" is advancing rapidly. In 2018, with the approval of Hanban, the school cooperated with Jindal Global University in India to establish a Chinese Language Training and Research Center. At present, it has established friendly cooperative relations with more than 100 universities and institutions in the world, including world-renowned universities such as the University of Cambridge and the London School of Economics, as well as well-known international organizations such as the Hague Conference on Private International Law and the International Chamber of Commerce. It has established an English language training center for studying abroad, as well as joint training programs for undergraduates, masters and doctoral students such as "3+1", "2+2" and "2+1". The school has been funded by the Shanghai University Student Internship Program for International Organizations for four consecutive years, and the number of funded students ranks among the top universities in Shanghai. The school is a member of the "Chinese Government Scholarship International Student Training Institution", "Silk Road Government Scholarship International Student Training Institution", "China-US Humanities Project Training Institution" and "Study in China" Overseas Preparatory Education Alliance, and has been approved to establish the only liberal arts and business international student preparatory education center in the Yangtze River Delta region. Since 2013, it has recruited foreign students, and currently has more than 400 international students from 68 countries. In 2020, it passed the quality certification for studying in China with excellent results.

School conditions

The school insists on building a beautiful ecological, harmonious and civilized campus. The school is located in the scenic Sheshan National Tourist Resort, covering an area of ​​more than 1,000 acres. It is known as the "Garden University at the northern foot of Sheshan". There are more than 11,000 full-time students. The school has complete teaching and scientific research facilities, with 35 professional laboratories and training rooms, and nearly 200 off-campus practice bases for college students, of which the Law Education Practice Base is a national-level off-campus practice education base for college students. The school was rated as a "National Civilized Unit" twice in 2011 and 2015, and won the title of "Shanghai Civilized Unit" 9 times. It has won the title of "Shanghai Safe and Civilized Campus" for four consecutive sessions. It is a "National Defense Education Characteristic School" of the Ministry of Education, a "Model School for Governing Schools by Law" in Shanghai, and a "Garden Unit" in Shanghai.
