Zhejiang Open University (formerly Zhejiang Radio and Television University) was established in January 1979. It is a provincial modern distance open university with open education as its main body, diversified schooling, and coordinated development of various types of education. The school implements a system of systematic schooling and hierarchical management. It accepts the business guidance of the National Open University (formerly the Central Radio and Television University) and undertakes the teaching business guidance of 10 municipal TV universities, 59 county TV universities, and 8 provincial TV universities directly under the province. With the approval of the Provincial Editorial Committee, the school has added the signs of Zhejiang Provincial Community Education Guidance Center and Zhejiang Senior Open University to perform corresponding functions. At the same time, with the approval of the Provincial Department of Education, etc., it assumes the functions of Zhejiang Provincial Lifelong Education Credit Bank Management Center. The school currently has two campuses on Jiaogong Road and Zhenhua Road, with a building area of 94,000 square meters and 317 faculty members, including 83 with senior professional titles. The building area of the provincial TVU is 1.16 million square meters, with 3,685 faculty members, including 1,191 with senior professional titles.
The school started with academic compensation education, and has held undergraduate and junior college courses and self-examinations for general higher education and adult higher education, registered audio-visual education, and single-subject education. Over the past 40 years, a total of 87 undergraduate and junior college majors in disciplines such as education, economics, literature, law, engineering, agriculture, and management have been opened, and more than 960,000 applied professionals at or above the junior college level have been trained. The school has always adhered to the value pursuit of meeting social needs, paying attention to vulnerable groups, and promoting educational equity. It adheres to the school-running philosophy of "where education is needed, TVU will go there", continues to strengthen the deep integration of information technology and education, and continuously shifts the focus of school-running work to deepen the grassroots, industry, community, and rural education. The university currently offers academic education such as open education, adult education, online education for ordinary colleges and universities, TV technical secondary education, and non-academic education such as community education and elderly education. There are more than 160,000 students enrolled in various academic education programs, and the school and service scale is maintained at 40,000 students enrolled in academic education, 20,000 students enrolled in elderly education, and 19 million people enrolled in community education and training each year.
At present, Zhejiang Province is integrating higher education resources based on Zhejiang Open University, steadily promoting the strategic transformation of the school, and striving to build a high-level Zhejiang Open University, becoming the core pillar of lifelong education in Zhejiang Province and a service center for distance open education. In the future, Zhejiang Open University will be a new type of higher education institution supported by modern information technology, with rich and diverse educational resources, a school system covering urban and rural areas, adapting to the diverse learning needs of social members, and serving the lifelong learning of all people.
——Zhejiang Community Education Guidance Center was approved by the Provincial Editorial Committee in January 2008. Its specific functions include theoretical research, business guidance, resource development, policy consultation, information services and personnel training. At present, the province has achieved full coverage of community education institutions at the municipal and county levels, with 1,230 community schools in towns and streets and 19,252 citizen schools in villages and communities. There are 14 national community education demonstration areas (ranking first in the country), 25 national community education experimental areas (ranking second in the country), and 11 cities are all national learning city alliance units. The annual average community education training activities reach more than 19 million people, and community education work has formed a distinct Zhejiang characteristic.
——Zhejiang Open University for the Elderly was approved by the Provincial Editorial Committee in June 2015. Its specific functions are to organize and carry out business guidance, education demonstration, teacher training, resource development, platform construction, theoretical research, policy consultation and information services for the elderly education in the province and the elderly education in the provincial TV universities and community education system. The school is the vice chairman unit of the "National Third Age University Alliance". At present, the province has achieved full coverage of open universities (open colleges) for the elderly at or above the county level, 888 schools at the township (street) level, and a total of 4,139 professional classes with a schooling period of more than half a year, enrolling more than 330,000 students, and 700,000 registered students in the "Third Age School". In 2017, the school was rated as an "excellent adult continuing education institution with particularly outstanding achievements" by the China Adult Education Association. In 2018, the "Third Age School Elderly Education" won the national lifelong learning brand project that is particularly popular among the people.
——Zhejiang Province Lifelong Education Credit Bank Management Center was approved by the Provincial Department of Education in January 2015. Specific responsibilities: responsible for managing the physical operation of the credit bank, and carrying out learning achievement certification and credit management for members of the society. 11 municipal and university branches, 100 county (city, district) sub-centers, and 1,721 township (street) acceptance points have been established and improved, achieving full coverage of the province's community education and adult education service system. A total of 9.41 million people have opened accounts, and 37.6 million learning achievements of various types such as academic education, vocational training, community education, and elderly education have been deposited. Since 2017, it has provided data basis for the assessment of the development of vocational education in cities and counties.
——Zhejiang Higher Education Online Open Course Management Center was approved by the Provincial Department of Education in March 2017. At present, it has formed a system mechanism with Zhejiang characteristics, namely, the course sharing alliance, course management center, and course sharing platform, to jointly promote the construction, management and application of online open courses. During the prevention and control of the new crown pneumonia epidemic, the platform, as one of the first 22 online course platforms released by the Ministry of Education, opened online course services to colleges and universities and social students free of charge. "Relying on the online open course sharing platform of Zhejiang higher education institutions to further promote the construction and sharing of online open courses" is included in the 2020 provincial ten major tasks to promote consumption. As of now, the course sharing platform has opened 3,740 courses, 545 colleges and universities, 17,172 teachers, and 1.998 million students.
——Zhejiang Provincial Cybersecurity Education and Training Center was approved by the Office of the Provincial Party Committee Cybersecurity and Informatization Committee in June 2019. It undertakes cybersecurity education and training for the whole province and makes positive contributions to the cultivation of cybersecurity talents and the popularization of knowledge and skills in the province.
——Zhejiang Provincial Information Network Security Professional and Technical Personnel Continuing Education and Training Center was approved by the Provincial Public Security Department in September 2019. It is aimed at the province's information network security professionals and technical personnel, and solidly promotes continuing education and training.
——Zhejiang Provincial Lifelong Education Research and Evaluation Center was approved by the Provincial Department of Education in September 2019. Its main responsibilities are to study and propose policy recommendations for the development of Zhejiang's lifelong education under the direct guidance of the Provincial Department of Education; to study and draft the monitoring system and construction standards for the province's higher education continuing education, community education, and elderly education; to accept third-party evaluations of lifelong education in the province; and to carry out theoretical research on the lifelong education mechanism system and citizen lifelong learning monitoring. The main functions include policy consultation, theoretical research, standard setting, monitoring and evaluation of lifelong education.
