Chang'an University is directly under the Ministry of Education of China. It is one of the first batch of key universities in the "211 Project", a national "985 Advantage Discipline Innovation Platform" construction university, and a national "Double First-Class" construction university.

The school was founded when the new China was in the process of prosperity, grew up in the tide of reform, and flourished in the general trend of a strong country in higher education. It has been moving in the same direction with the Republic for more than 70 years. Since 1951, the predecessors of the school, Xi'an University of Highways and Transportation, Xi'an Institute of Engineering, and Northwest Institute of Architecture and Engineering, were established successively. In 1956, it began to recruit foreign students. In 1978, it began to recruit master's students. In 1983, it began to recruit doctoral students. In 1997, it became one of the first batch of key universities in the "211 Project". In 2000, the three schools merged to form Chang'an University, opening a new chapter of leapfrog development for the school. Since 2005, the Ministry of Education has signed agreements with the Ministry of Transport (now the Ministry of Transport), the People's Government of Shaanxi Province, the Ministry of Land and Resources (now the Ministry of Natural Resources), and the Ministry of Housing and Urban-Rural Development to jointly build Chang'an University, and the "four ministries and one province" jointly built Chang'an University. In 2011, it was selected as a national "985 Advantage Discipline Innovation Platform" construction university. In 2017, it was selected as a national first-round "Double First-Class" construction university. In 2022, it was selected as a national second-round "Double First-Class" construction university, opening a new journey of high-quality development of the cause.

The school is located in the historical and cultural city of Xi'an, with two major campuses in the north and south, leaning against the Big Wild Goose Pagoda in the south and the Wei River in the north. It has three teaching practice bases in Taibai Mountain, Liangshan Mountain, and Weishui, with a campus area of ​​3,745 acres. The school strives to create a charming campus of humanity, innovation, wisdom, greenness and peace. The campus is shaded by trees, has beautiful scenery and complete facilities. The school currently has 9 first-level doctoral programs, 1 professional degree doctoral program, 33 first-level master's programs, and 19 master's professional degree authorization categories. There are 9 postdoctoral research mobile stations. Four disciplines, including engineering, earth science, materials science, environmental science and ecology, are among the top 1% in the world in ESI. There are 84 undergraduate majors, of which 36 majors have been selected as national and provincial first-class undergraduate major construction sites in the "Double 10,000 Plan", and 18 majors have passed the national engineering education certification. The school ranks among the top 100 universities in China, and the civil engineering and transportation disciplines are ranked 30th in the U.S. News Global University. It is known as the "Huangpu Military Academy" for the training of highway transportation talents and the "golden business card" for scientific and technological innovation.

The school has 23 colleges (departments), covering 7 major categories of engineering, science, management, economics, philosophy, law, and literature, and a degree awarding system that runs through the entire process of bachelor's, master's, and doctoral education and training. In the new era, facing the major strategic needs of the country, a number of physical research institutes have been established, including the Modern Transportation Research Institute, the Qinling Ecological Environment Research Institute, the Yellow River Research Institute, the Sichuan-Tibet Railway Engineering Research Institute, and the Xiong'an Modern Industry Research Institute. There are 4 academicians of the Chinese Academy of Sciences, the Chinese Academy of Engineering, and the Singapore Academy of Engineering, more than 1,400 professors and associate professors, 359 doctoral supervisors, and 1,056 master's supervisors. There are more than 100 outstanding talents who undertake national key R&D plans and major national engineering projects. There are more than 25,000 full-time undergraduates, more than 10,000 doctoral and master's students, and more than 1,600 foreign students.

The school has perfect platform conditions, with 5 national experimental teaching centers (including 3 national virtual simulation experimental teaching centers), 19 provincial and ministerial experimental teaching centers (including 4 provincial and ministerial virtual simulation experimental teaching centers), 2 national engineering research centers, 1 international joint laboratory, 89 provincial and ministerial key research bases, and 1 jointly built Shaanxi National Center for Applied Mathematics. The only "Internet of Vehicles and Intelligent Vehicle Test Site" in domestic universities has been recognized by the Ministry of Transport as one of the three major "autonomous driving closed field test bases" in the country.

The school has achieved fruitful results in educating people, and has sent nearly 300,000 outstanding graduates at home and abroad, including more than 7,000 foreign students. The school is committed to original innovation and builds a six-in-one scientific and technological innovation system of "big team, big platform, big project, big achievement, big service, and big contribution". The annual scientific research funding has exceeded 960 million yuan, and it has taken the lead in undertaking 11 national key R&D plan projects and 37 projects. In recent years, it has won 23 first and second prizes in the National Science and Technology Progress Award. More than 1,300 patents were authorized annually. The university has carefully built an excellent academic journal matrix, edited 8 academic journals, and stood firmly at the forefront of the academic publishing industry of Chinese universities. The China Journal of Highway and Transportation and the Journal of Transportation Engineering have been rated as "100 Outstanding Chinese Academic Journals" for many years in a row. The Journal of Traffic and Transportation Engineering is included in the ESCI database and has become one of the three top journals in the field of transportation. They have all been selected into the China Science and Technology Journal Excellence Action Plan, and the number of selected journals ranks fourth among universities nationwide. The Chinese Journal of Architecture and Engineering and the Journal of Earth Sciences and Environment both have significant industry influence.

The school adheres to internationalization, and has established the Sino-foreign cooperative education institution "Changan Dublin International Transportation College", the Chinese Center of Maldives Villa College (Confucius Institute), the International Cooperation Joint Laboratory for Sustainable Development of Highway Transportation Infrastructure in Special Areas, and 5 national-level "111 Plan" discipline innovation and intelligence introduction bases. It has initiated the establishment of the "China-Russia Transportation University International Technology Transfer Center".
