Shandong University of Political Science and Law

Shandong University of Political Science and Law is located in the historical and cultural city of Jinan. On July 20, 1955, the Shandong Provincial People's Committee issued the Notice No. 1618 of Lu Ren Ding (55), deciding to establish the Shandong Provincial School of Political Science and Law. On February 24, 1959, in accordance with the spirit of the "Notice of the Shandong Provincial Committee of the Communist Party of China on the Establishment of Shandong University of Political Science and Law" [Lu Fa 59 Zi 169], Shandong University of Political Science and Law was formally established, and the then first secretary of the Provincial Committee, Shu Tong, wrote the name of the school. On December 23, 1979, the Shandong Provincial Committee of the Communist Party of China issued the "Notice on the Establishment of the Provincial Department of Justice and the Provincial School of Political Science and Law" [Lu Fa (1979) No. 81], deciding to restore the establishment of the Shandong Provincial School of Political Science and Law. On October 3, 1983, the Shandong Provincial Department of Education approved the reconstruction of Shandong Provincial School of Political and Legal Cadres into Shandong Provincial College of Judicial Management Cadres in Document No. 80. In October 1987, it was renamed Shandong Provincial College of Political and Legal Management Cadres. In February 2005, the construction of Shandong University of Political Science and Law began. On March 16 and April 26, 2007, the Ministry of Education and the People's Government of Shandong Province respectively issued documents to agree to formally establish Shandong University of Political Science and Law. In 2011, it obtained the qualification to train postgraduates with a master's degree in law; in 2015, it passed the undergraduate teaching qualification evaluation of ordinary colleges and universities of the Ministry of Education. With outstanding talents and passing on the torch, Shandong University of Political Science and Law has developed into a general undergraduate college with undergraduate education as the main body, as well as education for master's degrees in law, junior colleges and international students; with law as its feature and advantage, and with multiple disciplines such as economics, management, literature, and engineering.

1. School Positioning

Focusing on the fundamental task of cultivating morality and cultivating talents, we adhere to the development idea of ​​"displaced competition and characteristic development", implement the development strategy of "characteristic mountain politics, cultural mountain politics, rule of law mountain politics, smart mountain politics, open mountain politics, and harmonious mountain politics", and build a distinctive and first-class applied political and legal university with important influence in the province and the country.

2. Disciplines and majors

Discipline and major positioning: highlight the characteristics, strengthen the law discipline, coordinate the development of disciplines other than law, and build a "122" discipline and major system with law as the core, classified construction, cross-integration, mutual support, and distinctive characteristics, with "law as the core, business management and journalism as the two wings, and information technology and foreign language as the foundation".

Law is the core. The school has a long history of legal education, profound cultural heritage, and outstanding advantages in the law major. The school's law discipline is the first discipline in the provincial universities to have all the "three key" construction projects of the law discipline - provincial characteristic key discipline criminal law, provincial key discipline economic law, provincial key laboratory evidence identification laboratory, provincial key humanities and social sciences research base civil and commercial law and people's livelihood research center. The law discipline currently has two provincial scientific research innovation platforms for the "13th Five-Year Plan". The school is the president unit of the Legal History, Legislation, Criminal Law, Economic Law and Network Law Research Association of the Shandong Law Society. The journal "Political and Legal Forum" is a core academic journal of RCCSE China, an important reprint source journal of "Photocopied Newspapers and Periodicals", a national Chinese core journal, and a CSSCI source journal.

Fusion law characteristics. With the law discipline as the leader, the radiation drives the development of other disciplines in the school, such as economics majors focus on the combination of commercial law, political management majors strengthen the combination of law and politics, journalism and communication majors highlight the direction of rule of law news, information technology majors highlight the direction of electronic evidence, foreign language majors highlight the direction of legal English, and non-law majors all have distinct integration of law characteristics.

The school currently has 21 undergraduate majors: law, intellectual property, penology, economics, international economics and trade, financial engineering, financial management, international business, auditing, administration, political science and administration, English, business English, Japanese, journalism, editing and publishing, network and new media, information engineering, information management and information systems, cyberspace security, and human resources management. Among them, the law major and penology major are national first-class undergraduate major construction sites, and the law, penology, and intellectual property major groups are provincial high-level applied majors (groups), provincial applied talent training major development support plan projects, and undergraduate major comprehensive reform pilot majors. International economics and trade majors and journalism majors are provincial first-class undergraduate major construction sites, and law, penology, international economics and trade, and administration are provincial characteristic majors.

III. Talent resources

The school implements the talent-strengthening strategy, follows the school motto of "extensive learning, firm practice, strong and upright", forms the school spirit of "seeking truth from facts" and the teaching style of "learning at the forefront and teaching with great love", and the construction of the teaching team adapts to the needs of applied talent training.

The school currently has 1 national outstanding teacher, 3 people who enjoy special government allowances, 2 "Young and Middle-aged Experts with Outstanding Contributions in Shandong Province", 3 "Top Ten Young and Middle-aged Jurists in Shandong Province", 4 provincial outstanding teachers, 5 provincial teaching masters, 2 provincial key discipline chief experts, and 4 provincial legal research leaders. There are 2 members of the Provincial Judges and Prosecutors Selection and Disciplinary Committee, 6 members of the Provincial Party Committee and Provincial Government Legal Expert Pool, 1 Shandong Political and Legal Think Tank Expert, and 2 Specially Appointed Legislative Experts of the Provincial People's Congress Standing Committee. There are 2 high-level talents in the "Hundred Talents Project" in the provincial social science theory community. There are 3 provincial teaching teams and 3 provincial youth innovation research teams. Among full-time teachers, teachers with corporate work or practical experience account for 32.3%.

IV. Talent Training

The school's full-time students are stable at around 12,000. The school focuses on cultivating high-quality application-oriented talents. Graduates have good academic background, high quality, solid foundation, pragmatic style, and high satisfaction evaluation by employers. The overall employment rate of undergraduate graduates remains above 90%; the employment rate of master of law students is 100%. The pass rate of the National Judicial Qualification Examination (Legal Professional Qualification Examination) for undergraduate students majoring in law is about 40%; the admission rate for postgraduate examinations is about 20%; the admission rate for national public service units is about 20%. The school has about 400 graduates each year who enter state organs at all levels, mainly in the political and legal system. Since its establishment in 1955, it has trained 160,000 outstanding talents of all levels and types for the society.

Focus on practical teaching. Strengthen the construction of practical teaching bases inside and outside the school, build a platform for interactive theory and practice, and improve students' practical ability. There are currently 7 on-campus teaching and training centers. The Law Teaching and Training Center is the only provincial-level experimental teaching demonstration center for law in Shandong Province. 325 off-campus practical training bases have been established in cooperation with the Shandong Provincial Court System, Procuratorate System, Law Firms, Prison System, Government Agencies, Enterprises and Institutions. More than 20 practical forums such as the Grand Justice Forum, the Grand Prosecutor Forum, the Grand Lawyer Forum, and the Entrepreneur Forum have been established.

The second classroom helps students develop in an all-round way. The quality education feature project "Indigo Project" was rated by the Central Committee of the Communist Youth League as an innovative pilot project of the "Building a Second Transcript for College Students" of the National School Youth League's key work. It aims to help students develop comprehensively through the quality development of students' second classroom, and surpass their predecessors. The "Indigo Project" divides quality development into projects, with an average of more than 500 activity projects per year and more than 25,000 participants per year, for students to choose freely, providing path support for personality development and quality development.

V. Scientific Research and Social Services

Adhere to the academic foundation of the school, strengthen scientific research, actively serve the local rule of law construction and economic and social development, and in accordance with the positioning of cultivating applied talents, the integration and contribution of the school to economic and social development are continuously improved. The "Shandong Province Eight Development Strategies and Legal Guarantee Research Center" was established, and 8 scientific research teams were formed to actively carry out think tank research and legal services. Focusing on social governance innovation, the "Shandong Law Society Civil and Commercial Mediation Center" was jointly established with the Shandong Law Society to promote the diversified resolution of contradictions and disputes. There are more than 20 research and service institutions, including the Legislative Research and Service Base of the Standing Committee of the Shandong Provincial People's Congress, the Shandong Provincial Social Stability Research Center, the China-Japan-Korea Free Trade Zone Development Strategy and Legal Guarantee Collaborative Innovation Center, the Shandong Social Governance and Rule of Law Construction Research Center, the Judicial Appraisal Center, the Legislative Research Institute, the Judicial Research Institute, the Judicial Accounting Research Institute, the Case Research Institute, the Big Data and Artificial Intelligence Legal Research Collaborative Innovation Center, and the "Belt and Road" Country and Regional Research Collaborative Innovation Center. The Shandong Political Legal Aid Workstation and the Judicial Appraisal Center were respectively rated as "National Advanced Legal Aid Group" and "National Advanced Public Legal Service Group" by the Ministry of Justice. Since the "Twelfth Five-Year Plan", nearly 300 national and provincial and ministerial scientific research projects have been approved; more than 1,000 papers have been published in domestic core journals; more than 30 provincial and ministerial scientific research achievements have been awarded, and more than 100 departmental scientific research achievements have been awarded. Since 2016, the number of horizontal projects has exceeded 40.
