Hengyang Normal University is a full-time public undergraduate university directly under the jurisdiction of Hunan Province and approved by the Ministry of Education. In March 1999, Hengyang Normal College and Hengyang Education College merged to form Hengyang Normal University. In February 2001, Hunan Provincial Third Normal School was incorporated. The school is located in Hengyang, the hometown of Wang Chuanshan (Wang Fuzhi), the provincial sub-center city where Cai Lun's hometown is located, a national health city, and an excellent tourist city in China. It has a superior geographical location, overlooking Nanyue Hengshan Mountain in the north and the surging Xiangjiang River in the south. It is surrounded by the Beijing-Guangzhou Railway, Wuhan-Guangzhou High-speed Railway, Hunan-Guangxi High-speed Railway, Beijing-Zhuhai Expressway, Hengzao Expressway, Hengshao Expressway, and Hengyan Expressway. It is 2 kilometers away from Hengyang East Station of the High-speed Railway and 20 kilometers away from Nanyue Airport. The history of the school began with the Hunan Official South Road Normal School founded in 1904. Over the past 100 years, it has trained a large number of outstanding talents for the country. Entering the new era, the school seized the opportunity and entered the fast lane of development. In 2006, the school passed the evaluation of undergraduate teaching work of the Ministry of Education with 17 A's. In May 2018, the Academic Degree Committee of the State Council approved the school as a master's degree awarding institution. In October 2018, the school was selected as a "double first-class" high-level application characteristic college in Hunan Province. In December 2018, the school passed the review and evaluation of undergraduate teaching work of the Ministry of Education at a high level. In June 2019, the Hunan Provincial Department of Education approved the school to adjust to a first-class enrollment.

The school has a beautiful campus environment. It is a "garden-style unit" and "civilized model campus" in Hunan Province. The east and west campuses cover a total area of ​​2,166 acres.
