Jiangsu Open University is a new type of university approved by the Ministry of Education in 2012. It provides academic and non-academic continuing education to all learners in society. It is based on the Internet and adopts an O2O education model with online learning as the main and offline learning as the auxiliary.

Jiangsu Open University is a new type of higher education institution approved by the Ministry of Education and sponsored by the Jiangsu Provincial People's Government. It has the right to run undergraduate schools and the right to confer bachelor's degrees. The predecessor of the school was Jiangsu Radio and Television University founded in 1979. In 2003, Nanjing Construction Engineering School was merged. In 2006, the school sign of "Jiangsu City Vocational College" was added. In 2012, it was officially renamed Jiangsu Open University with the approval of the Ministry of Education. The school's main campus is located in Nanjing, covering an area of ​​237 acres. The new campus under construction is located in Qiaolin New Town, Pukou District, Nanjing, covering an area of ​​1,097 acres.

The school insists on being rooted in Jiangsu, taking serving the whole people's lifelong learning as its purpose, taking lifelong education as its guide, and modern information technology as its support. It adheres to the school-running philosophy of innovation, openness, integration, and sharing, and carries out open undergraduate and junior college education, full-time higher vocational education, and social education for all members of society. Since its establishment, it has trained more than 1 million undergraduate and junior college talents for Jiangsu.

The school has 10 colleges, covering 6 disciplines of engineering, literature, agriculture, management, education, and art. Open education has 28 undergraduate and 17 junior college majors, and higher vocational education has 36 majors. The school has a Jiangsu Provincial Social Education Service Guidance Center. The school headquarters currently has 834 faculty and staff (415 full-time teachers). Among them, 45 people have senior professional and technical positions, 227 people have deputy senior professional and technical positions, and deputy senior and above professional and technical positions account for 32.6%; 89 people have doctoral degrees (degrees), and 578 people have master's degrees (degrees). Among full-time teachers, 90.12% have a master's degree or above. The school has a group of high-level talents such as experts enjoying government subsidies from the State Council, famous teachers in Jiangsu Province, "double innovation" doctoral students (world famous schools), "six talent peaks" projects, "333 Project" training targets, and "Qinglan Project" young and middle-aged academic leaders. The school has established inter-school cooperation with universities in many countries and regions overseas.

The school has 147,000 students in open education, and the National Open University Jiangsu Branch Teaching Management Center has another 50,000 students, 17,000 students in higher vocational education, and 1.66 million social education students. It has 1 national higher vocational education training base, 3 provincial demonstration training bases, 1 provincial production-education integration training platform, 162 laboratories with advanced facilities, and 124 off-campus training bases.

The school adheres to open and systematic education, and has jointly built a school system and service system covering urban and rural areas across the province with 73 municipal and county open universities, and initiated the establishment of the Jiangsu Open University Vocational Education Group. The construction of the "Jiangsu Province Lifelong Education Credit Bank" has built an "overpass" to serve lifelong learning for all people. At present, the Jiangsu Province Lifelong Education Credit Bank has more than 1.8 million users, 17,830 achievement projects, and more than 11.2 million achievement records.

The school actively fulfilled the "leading responsibility of social education in the province" entrusted by the provincial party committee and government, and built a lifelong learning platform "Jiangsu Learning Online", with 1.66 million registered users and more than 44 million visits. The school conducts various trainings for about 400,000 people each year. The school's "Jiangsu Province Lifelong Education Resource Library" has a total of 332,302 resources of various types, 91,860 video resources, and a total of 1,568 courses. It is open to the public free of charge, and the number of resource playbacks has reached 101 million times.

The school's paper library has 790,000 books and 1.8 million electronic books.
