Yangzhou University is located in Yangzhou, one of the first batch of national historical and cultural cities. It is a university jointly established by the Jiangsu Provincial People's Government and the Ministry of Education, a key comprehensive university under the Jiangsu Provincial Government, and a Class A university under the Jiangsu High-level University Construction Peak Plan. It is one of the first batch of doctoral and master's degree awarding institutions in the country, and the first university in the country to merge and run schools. The predecessor of the school was Tongzhou Normal School and Tonghai Agricultural School founded by Mr. Zhang Jian, a famous modern industrialist and educator in 1902. When the national colleges and departments were adjusted in 1952, its agricultural science and the literary and historical special training department moved west to Yangzhou to form Subei Agricultural College and Subei Normal College; the other four colleges were also established in Yangzhou or moved to Yangzhou to run schools at the same time. In 1992, the school was formed by the merger of six universities including Yangzhou Normal University, Jiangsu Agricultural University, Yangzhou Institute of Technology, Yangzhou Medical College, Jiangsu Water Conservancy Engineering College, and Jiangsu Commercial College.

The school has a complete range of disciplines, covering 12 major disciplines including philosophy, economics, law, education, literature, history, science, engineering, agriculture, medicine, management, and art. The school focuses on improving the level of professional construction, implementing the branding construction and improvement project of Yangzhou University undergraduate majors, vigorously promoting general education reform, deepening innovation and entrepreneurship education, strengthening practice education, actively creating "one college, one product", implementing the second classroom credit system, and promoting the integrated development of the first and second classrooms. The school's hybrid teaching reform cases were included in the UNESCO White Paper on Hybrid Learning.
