Hainan Tropical Ocean University (Hainan Tropical Ocean University) is a full-time public undergraduate provincial university jointly established by the Hainan Provincial People's Government, the State Oceanic Administration, China National Offshore Oil Corporation, Sanya Municipal People's Government, Sansha Municipal People's Government, etc. It is the "China-ASEAN Education and Training Center" of the Ministry of Foreign Affairs and the Ministry of Education, and one of the ten "education aid bases" of the Ministry of Education. It is a master's degree awarding institution approved by the State Council Academic Degrees Committee, a Chinese member of the Shanghai Cooperation Organization University, and a cradle for talent training and knowledge innovation, social services, cultural inheritance, international exchanges and cooperation in the central and southern minority areas of Hainan Province.

The predecessor of the school was the Hainan Li and Miao Autonomous Prefecture Normal School founded by Guangdong Province in 1954 and the Hainan Li and Miao Autonomous Prefecture Normal College founded in 1958. After several divisions, adjustments and name changes, in 1993, Hainan Tongshi Normal College and Hainan Tongshi Education College merged to form Qiongzhou University (junior college). In 2006, Qiongzhou University was upgraded to an undergraduate college and renamed Qiongzhou College. In April of the same year, Hainan National Normal School was merged into Qiongzhou College. In 2009, the main campus of the school moved from Wuzhishan City to Sanya City. In September 2015, it was renamed Hainan Tropical Ocean University. In December 2018, Hainan Academy of Marine and Fishery Sciences was transferred to the school's management.

The school has two campuses in Sanya and Wuzhishan, with a campus area of ​​more than 2,100 acres. The current total construction area is 532,900 square meters. The total value of fixed assets is 197,771,820 yuan; the total value of teaching and scientific research equipment is 191,122,400 yuan; the collection of paper books is 1,770,700 volumes, and the electronic books are 2,069,700 volumes.

The university currently has 19 secondary colleges, 2 first-level discipline master's programs and 8 professional master's programs, 53 undergraduate majors (including 18 marine-related undergraduate majors), 2 Sino-foreign cooperative undergraduate majors, and 7 junior college majors, covering 9 major disciplines of science, engineering, management, literature, law, agriculture, education, art, and history. The university has 18 marine-related majors (directions) such as marine science, and has identified five major characteristic disciplines and fields such as marine science and technology, tropical marine life, tropical marine ecological environment, marine island tourism, and ethnicity, and has initially formed a discipline and professional system with the characteristics of ocean, tourism, ethnicity, and ecology. It has 4 academician workstations, 2 national scientific research platforms, 12 provincial and ministerial scientific research platforms, 6 provincial key disciplines, 9 provincial key think tanks, 2 provincial and ministerial scientific and technological innovation teams, 6 provincial "double hundred" talent teams, 1 national first-class undergraduate major, 6 provincial first-class undergraduate majors, 6 provincial characteristic majors, and 13 provincial application-oriented transformation pilot majors. In addition, there are more than 10 university science and technology parks and foreign exchange, humanities and social sciences, and talent training platform bases approved or established by the Ministry of Science and Technology, the Ministry of Education, the Ministry of Foreign Affairs and other national ministries and commissions, providing important support platforms for the school's high-quality development and talent training.

The school currently has more than 1,200 faculty and staff, including more than 840 full-time teachers, more than 450 teachers with senior professional titles, more than 630 teachers with doctoral and master's degrees, and 4 dual-appointed academicians. The teaching team includes experts with special allowances from the State Council, provincial excellent experts, key experts in contact and service with the Provincial Party Committee, Nanhai masters, first and second-level candidates for provincial 515 talents, national model teachers, provincial teaching masters, provincial excellent teachers, and dual-teacher teachers from industry enterprises and scientific research institutes.

The school currently has more than 18,730 full-time students, including 341 master's students, 15,429 undergraduates, 2,878 junior college students, and 83 international students. The school has established the talent training concept of "serving needs, mind-based, combining general and specialized, combining morality and ability, unity of knowledge and action, innovation and self-reliance, and courage to take responsibility", highlighting the central position of teaching, constantly innovating talent training models, and improving the quality of talent training. In recent years, it has successively established the Sanya Base of the China International Youth Activity Center (Hainan), the National Youth Moral Cultivation Experimental Base, and the New Era Marxist College, and students have won 328 national awards and 669 provincial and ministerial awards. In the past three years, it has won 2 first prizes in the National Ocean Vehicle Design and Production Competition, 2 bronze medals in the "Challenge Cup" National College Students' Extracurricular Academic Science and Technology Works Competition, 1 silver medal and 1 bronze medal in the "Chuang Qingchun" National College Students Entrepreneurship Competition, 1 silver medal and 2 bronze medals in the China Youth Volunteer Service Project Competition, and 1 outstanding team and individual in the national "Three Going to the Countryside" social practice activities. It has performed well in subject competitions such as the Electronic Design Competition, the Tour Guide Competition, and the Innovation and Entrepreneurship Skills Competition, and won 90 national first prizes, 72 second prizes, and 1 Ocean Award in the National College Students' Ocean Knowledge Competition. The school has won the title of "National Outstanding Unit for the Three Going to the Countryside" Social Practice Activities twice, "National Free Blood Donation Promotion Award Unit Award" twice, and "National Outstanding Project Office for College Students Volunteer Service in the Western Plan" three times.

In the past three years, the school has undertaken a total of 376 scientific research projects of various types, 124 projects at the provincial and ministerial levels or above, including 28 national projects and 2 provincial major scientific and technological projects. The school's marine surveying and mapping guarantee application project received funding of 79.91 million yuan, and the Hainan Tropical Ocean University Marine Ranch Teaching and Research Demonstration Base Project in Yazhou Bay, Sanya received funding of 50 million yuan. In the study of the local culture of the Li and Miao ethnic groups in Hainan, "The General History of the Li Nationality" was approved as a major project of the National Social Science Fund, achieving a zero breakthrough in major social science projects in Hainan Province. The university pays attention to the role of scientific and technological support, cultural influence, and intellectual services. The Journal of Hainan Tropical Ocean University, which it hosts, has become a "RCCSE Chinese Core Journal" and a "Chinese University National Characteristic Science and Technology Journal". In recent years, the university has successively undertaken a number of national, provincial and municipal scientific and technological innovation projects; respectively undertaken the "National Training Program", "Provincial Training Program", the national "Three Districts Talent Support Program" and other projects; organized and carried out public international affairs public welfare service activities such as the BRICS Leaders' Meeting and the Boao Forum for Asia, as well as "Three Going to the Countryside", "Four Entering the Community", and voluntary teaching and other college students' social practice activities.

Relying on the location advantages of Sanya's international tropical coastal tourist city, the university's international school-running level has been continuously improved, and the advantages of international exchanges and cooperation have become increasingly prominent. The university has successively carried out cooperation and exchanges with 135 universities and educational institutions in 65 countries and regions in five continents and Hong Kong, Macao and Taiwan. 156 cooperation agreements have been signed, including 87 agreements with countries and regions along the "Belt and Road". More than 1,000 students have been sent as exchange students, Chinese language volunteers, co-trained master students, tour students, and overseas interns, involving more than 20 countries and regions. 320 international students have been accepted in China, involving 15 countries. There are dozens of exchange and cooperation projects, including the first Sino-foreign cooperative undergraduate project in Hainan Province approved by the Ministry of Education: the China-Austria Tourism Management Project. 38 foreign teachers from 15 countries including the United States, Canada, the United Kingdom, Russia, and Australia were recruited to work in the school. In recent years, the school has organized and hosted more than 30 international forums and international seminars, and received and participated in more than 320 international and domestic cooperation and exchange meetings.
