Luliang College is located in the urban area of ​​Luliang. Luliang City is located in the northwest of Shanxi Province. It is a famous old revolutionary base. It is the main battlefield of the Red Army's Eastern Expedition, the capital of the Jinsui Border Region, and the seat of the Central Rear Committee. It has made significant contributions to the victory of the Chinese revolution and nurtured red culture such as the Luliang Spirit and the Hu Lan Spirit. The "Luliang Heroes" is a true portrayal of the Luliang people's fearlessness of sacrifice and their succession during the revolutionary war. In recent years, the people of the city have actively adapted to the new normal of economic development and written a new chapter of poverty alleviation and high-quality development. In June 2017, General Secretary Xi Jinping first visited Luliang during his inspection in Shanxi, and emphasized: "During the revolutionary war years, the children of Luliang forged the great Luliang spirit with their blood and lives. We must use this spirit in the present era and continue to strive for the people to live a happy life and for the great rejuvenation of the Chinese nation."

The school was founded in 1978 and was originally called the Luliang Junior College of Shanxi Normal University. In 1984, Luliang Normal College was established. In 1989, it merged with the Luliang Polytechnic College under construction to form Luliang Higher Vocational College. In 2001, the school jointly organized undergraduate education with Taiyuan Normal University. In March 2010, with the approval of the Ministry of Education, the school was upgraded to a general undergraduate college.

The school covers an area of ​​1.1106 million square meters and a construction area of ​​665,300 square meters, of which the total area of ​​teaching and administrative buildings is 312,100 square meters. The total area of ​​sports venues is 134,600 square meters. The total value of fixed assets is 2.859 billion yuan, of which the total value of instruments and equipment is 211 million yuan. The library has 1.236 million paper books, 2.51 million electronic books, 456 paper journals, and 214,977 electronic journals.

The school has 16 teaching units, 1 comprehensive internship and training base (Jiaokou Branch), and 2 normal college branches. There are 45 undergraduate majors, covering 9 major disciplines including literature, science, engineering, law, agriculture, management, education, history, and art. There are more than 20,000 full-time undergraduate students, and the enrollment scope covers 30 provinces (autonomous regions and municipalities) across the country. It has established 6 provincial scientific research platforms, including Shanxi Province's "1331 Project" advantageous and characteristic disciplines, key research centers, key innovation teams, and characteristic agricultural products deep processing collaborative innovation centers, provincial "Service Industry Innovation Discipline Group Construction Plan" projects, and provincial key laboratory cultivation bases. It has 7 provincial first-class majors, 21 provincial first-class courses, 3 provincial experimental teaching demonstration laboratories (centers), and 5 Luliang City key laboratories.

The school currently has 1,231 faculty and staff, 890 full-time teachers, including 239 teachers with senior professional titles and 725 teachers with master's degrees or above. The school cooperated with Jiaokou County to build a practice and training base with a complete system and advanced facilities, and cooperated with the Shanxi Intelligent Big Data Industry Technology Innovation Research Institute and related enterprises to build the Luliang Intelligent Big Data Industry Technology Innovation Research Institute. Jointly train professional degree master students with Shanxi University and North University of China, and began to recruit students in 2018. There are currently 19 master supervisors.

The school joined the Alliance of Applied Technology Universities in 2015, was listed as a candidate university for pilot transformation to an applied type by the Provincial Department of Education in 2016, became the first batch of pilot institutions of the Ministry of Education's "Scientific Work Capacity Improvement Plan (Hundreds of Millions of Projects)" in 2017, and the first provincial and municipal co-construction university in Shanxi Province. In 2018, it was recommended as an advanced school for the construction of a national civilized campus. In 2019, it was approved by the Shanxi Provincial Degree Committee to become a master's degree granting project cultivation and construction unit and successfully passed the Ministry of Education's undergraduate teaching qualification assessment. In 2021, it was listed as an applied undergraduate university construction unit by the Provincial Department of Education.
