Harbin University of Science and Technology was formed in 1995 by the merger of Harbin University of Science and Technology, Harbin Institute of Electrical Engineering and Harbin Institute of Technology, which were originally affiliated to the Ministry of Machinery Industry. In 1998, it was transferred to Heilongjiang Province and implemented a management system of joint construction by the central and local governments and local governments as the main body. Over the past 70 years since its establishment, the school has conscientiously implemented the Party’s education policy, fully implemented the fundamental task of cultivating morality and cultivating people, taken root in the fertile soil of Heilongjiang, deeply cultivated the electromechanical industry, and worked hard to develop into a domestic "double first-class" university in Heilongjiang Province with strong comprehensive strength and distinctive school characteristics. It is the largest science and engineering university in the province and has made important contributions to the development of my country's equipment manufacturing industry and the economic and social construction of Heilongjiang.

In 2003, the school was awarded the title of "Excellent School for Undergraduate Teaching Level Assessment" by the Ministry of Education; in 2008, it was identified as one of the ten high-level universities to be built in the plan for building a strong province of higher education in Heilongjiang Province; in the same year, it was approved as a university to implement the "National College Students' Innovative Experimental Program" of the Ministry of Education; in 2011, it was selected as one of the first batch of universities in the "Central and Western Basic Capacity Construction Project"; in the same year, it was awarded the honorary title of "National University with Typical Experience in Graduate Employment" by the Ministry of Education, and was approved as a university in the Ministry of Education's "Excellent Engineer Education and Training Program"; in 2015, it became a university jointly built by the Heilongjiang Provincial People's Government and the State Administration of Science, Technology and Industry for National Defense; in 2018, it was selected as a domestic "Double First-Class" construction university in Heilongjiang Province, and the "Engineering" discipline entered the ESI global top 1% discipline ranking for the first time; in 2020, it was selected as one of the first batch of higher education institutions in Heilongjiang Province. The "Materials Science" discipline entered the ESI global top 1% discipline ranking; in 2021, the "Chemistry" discipline entered the ESI global top 1% discipline ranking.

The school has a total of 4 school districts, including the West, South and East school districts in Harbin City, and the Rongcheng Campus of Harbin University of Science and Technology in Rongcheng City, Shandong Province. The school covers a total area of ​​1.632 million square meters, and the teaching infrastructure area is 983,000 square meters. The library has a collection of 2.671 million books, 2.433 million electronic books, and 59,823 electronic journals.

The school currently has more than 2,500 faculty and staff and 1,681 full-time teachers. The school has 12 colleges and 1 teaching department. There are 65 undergraduate majors, of which 20 majors have been approved as national first-class undergraduate major construction sites, 11 majors have been approved as provincial first-class undergraduate major construction sites, and 13 majors have passed engineering education certification; there are 8 national first-class specialty majors, 3 national "Excellent Engineer Education and Training Program" pilot majors, 1 national undergraduate major comprehensive reform pilot major, 19 provincial key majors, 6 provincial undergraduate major comprehensive reform pilot majors, and 2 provincial "Excellent Engineer Education and Training Program" pilot majors.

The school has 8 first-level disciplines authorized to confer doctoral degrees, 22 first-level disciplines authorized to confer master's degrees, and 10 professional master's degree authorization categories, including 1 national key discipline, 10 provincial key disciplines, 5 national defense characteristic disciplines, and 5 domestic first-class construction disciplines in Heilongjiang Province; in the fourth round of discipline evaluation, 5 first-level disciplines including mechanical engineering, electrical engineering, computer science and technology, business administration, and management science and engineering were rated B grade (top 20% to 30% nationwide); 7 disciplines including electrical engineering, instrument science and technology, materials science and engineering, mechanical engineering, management science and engineering, business administration, and computer science and technology have postdoctoral research mobile stations.

The school has 1 national university science and technology park, 3 national experimental teaching demonstration centers, 6 national engineering practice education centers, and 2 national off-campus practice education bases for college students. There are 1 national quality resource sharing course, 2 national quality video open courses, 7 national first-class undergraduate courses, 2 national virtual simulation experimental teaching projects, and 47 provincial first-class courses.

The school currently has 27 scientific research platforms at or above the provincial level, including the "National Key Laboratory Cultivation Base for Dielectric Engineering Co-built by the Ministry of Provinces", "National and Local Joint Engineering Research Center for Large-scale Motor Electrical and Heat Transfer Technology", "National and Local Joint Engineering Laboratory for High-efficiency Cutting and Cutting Tools", "Advanced Electrical Equipment Manufacturing and Intelligent Operation Co-built by the Ministry of Provinces and Ministries Collaborative Innovation Center" and other national ministerial laboratories, engineering research centers and collaborative innovation centers. There are 20 provincial key laboratories, engineering technology research centers, collaborative innovation centers and technology innovation centers such as "Heilongjiang Provincial Key Laboratory of Motors and Electrical Equipment and Control", "Heilongjiang Provincial Key Laboratory of Advanced Processing Technology and Intelligent Manufacturing", "Heilongjiang Provincial Key Laboratory of Complex Intelligent Systems and Integration", and "Heilongjiang Provincial Graphite-Graphene Application Technology Collaborative Innovation Center". It hosts four publicly issued academic journals, including "Journal of Electric Machines and Control", "Journal of Harbin University of Science and Technology", "Science and Technology and Management", and "Research on Ideological and Political Education". In the past five years, the school has undertaken 2,032 scientific research projects of various types, including 186 national scientific research projects and 1,226 projects commissioned by enterprises and institutions. A total of 444 million yuan has been received for scientific research; 102 scientific research awards have been won; 1,063 invention patents have been authorized; and 5,408 academic papers have been published, including 2,091 high-level academic papers.
