Harbin Engineering University is located on the beautiful Songhua River in Harbin, the ice city of the north. The predecessor of the school was the Military Engineering College of the Chinese People's Liberation Army ("Harbin Military Engineering") founded in 1953. In 1970, based on the entire system of the Naval Engineering Department and some cadres and teachers from other departments (divisions), Harbin Shipbuilding Engineering College was established on the original site of "Harbin Military Engineering". In 1994, it was renamed Harbin Engineering University. The school was successively affiliated to the Sixth Ministry of Machinery Industry, China State Shipbuilding Corporation, and the Commission of Science, Technology and Industry for National Defense, and is now affiliated to the Ministry of Industry and Information Technology. In 2007, it became a university jointly established by the Commission of Science, Technology and Industry for National Defense, the Ministry of Education, the People's Government of Heilongjiang Province, and the Navy. In 2019, it became a university jointly built by the Ministry of Industry and Information Technology, the Ministry of Education, the People's Government of Heilongjiang Province, and the People's Government of Harbin City.

The school was identified as a national key university by the State Council in 1978; it is the first batch of units with the right to confer doctoral and master's degrees, and the first batch of key construction universities of the "211 Project"; in 2002, it was approved to establish a graduate school; in 2011, it became a national "985 Project" advantage discipline innovation platform project construction university; in 2017, it entered the ranks of national "double first-class" construction; it is an important talent training and scientific research base in the field of "three seas and one nuclear" (shipbuilding industry, naval equipment, marine development, and nuclear energy application) in the country.

The school covers an area of ​​1.403 million square meters and a construction area of ​​1.1376 million square meters. The campus buildings are a combination of Chinese and Western styles, with flying eaves and green tiles, and are magnificent. There are 17 colleges (departments and divisions); more than 40 scientific research institutions and more than 150 scientific research and teaching laboratories, including 2 national key laboratories, 1 national engineering laboratory, 1 national-local joint engineering research center, 1 China-Russia "Belt and Road" joint laboratory, 1 national international science and technology cooperation base, 2 national international joint research centers, 6 national discipline innovation and intelligence introduction bases, 13 key laboratories of the Ministry of Industry and Information Technology, 2 national defense key discipline laboratories, 6 key laboratories and engineering research centers of the Ministry of Education, 1 national electrical and electronic teaching base, 7 national experimental teaching demonstration centers, 3 national virtual simulation experimental teaching centers, 1 national college student cultural quality education base, 1 national innovation and entrepreneurship demonstration base, 2 national engineering professional degree graduate joint training demonstration bases, and 1 Ministry of Education country and regional research center. The library has a total collection of 7.3377 million books.

Facing the major needs of the country and national defense, the school is guided by five discipline groups, namely, ship and marine equipment, marine information, ship power, advanced nuclear energy and nuclear safety, and intelligent science, to create a "three seas and one nuclear" characteristic discipline system with mutual support, complementary advantages, cross-integration, and collaborative innovation among characteristic, general, and basic disciplines. There are 14 first-level discipline doctoral degree authorization points, 32 first-level discipline master's degree authorization points, 2 doctoral professional degree categories, 9 master's professional degree categories, 12 postdoctoral research mobile stations, and 3 postdoctoral research workstations. There are 1 national first-level and second-level key disciplines, 10 national defense characteristic disciplines, 1 Heilongjiang provincial key discipline group, and 11 first-level key disciplines. There are 65 undergraduate majors, 20 national first-class undergraduate major construction points, 7 characteristic majors of the Ministry of Education, 7 majors of the Excellent Engineer Education and Training Program, 7 national defense characteristic shortage majors and key majors, 29 provincial key majors, and 4 majors selected for the national professional comprehensive reform pilot project. The school's materials science, engineering, chemistry, and computer science are among the top 1% in the world in ESI; in the fourth round of national discipline evaluation, the disciplines of shipbuilding and ocean engineering and control science and engineering received A+ and A- grades respectively, and the first-level discipline doctoral degree authorization points all entered the top 30% in the country.

The school currently has 2,924 faculty and staff, including 1,897 full-time teachers and 1,190 full-time teachers with senior professional and technical positions. There are 8 academicians in the faculty, 4 winners of the "National Innovation Award", 4 winners of the "Outstanding Youth Fund", 2 winners of the "Excellent Youth Fund", 15 selected for the Ministry of Education's "New Century Excellent Talent Support Program", 8 selected for the national "Million Talent Project", and 39 other national talents; 24 selected for the "Longjiang Scholars" support program. There are 2 innovation teams of the Ministry of Education, 9 national defense science and technology innovation teams, 2 innovation teams in key areas of the Ministry of Science and Technology's Innovation Talent Promotion Plan, and 8 leading talent teams in Heilongjiang Province.

The school currently has more than 30,000 students, including more than 16,000 undergraduates, more than 10,000 postgraduates, and more than 2,900 doctoral students. The school closely focuses on improving the quality of talent training, fully implements the fundamental task of cultivating people with moral integrity, deepens the reform of innovation and entrepreneurship education, promotes the deep integration of information technology and education and teaching, and promotes the internationalization process. It adheres to the talent training goal of "broad vision, solid foundation, strong ability, excellent quality, reliable and useful", and is committed to cultivating first-class engineers, industry leaders and scientists with firm beliefs, sound personality, willingness to explore, and pragmatic practice. Since 2016, one person has been named "the most beautiful college student" by the Central Propaganda Department and the Ministry of Education, four people have won the "China College Student of the Year Nomination Award", and three people have won the "China College Student of the Year Finalist Award". In recent years, students have won more than 1,000 important international and national awards in various international and domestic competitions such as the China "Internet +" College Students Innovation and Entrepreneurship Competition, the "Challenge Cup" National College Students Extracurricular Academic Science and Technology Works Competition, the National College Students Innovation and Entrepreneurship Annual Conference, and the International College Students Snow Sculpture Competition. The "E Wei" team won the International Underwater Robot Competition for two consecutive years. The "E Wei" Robot Innovation Team and the "Chuangyi" Innovation Team won the National College Students "Xiaoping Science and Technology Innovation Team", and 5 students won the "China Youth Science and Technology Innovation Award", and won the Advanced Collective Award of the China "Internet +" College Students Innovation and Entrepreneurship Competition, the "Challenge Cup" National College Students Extracurricular Academic Science and Technology Works Competition Winning Cup, and the "Challenge Cup" China College Students Entrepreneurship Plan Competition Winning Cup. The College Students Entrepreneurship Alliance has won the "Top Ten KAB Entrepreneurship Clubs in the Country" for five consecutive years. The Entrepreneurship Education College was established in 2011. The school has been awarded the titles of the first batch of national demonstration universities for deepening innovation and entrepreneurship education reform, national innovation and entrepreneurship typical experience universities, national college practice education innovation and entrepreneurship bases, China Youth Science and Technology Innovation Action Demonstration Base, National May Fourth Red Flag Youth League Committee Model, and National Science Popularization Education Base. The first-time employment rate of undergraduates and postgraduates has remained above 93%, ranking among the top universities in the country for many consecutive years. Graduates have been widely praised by employers for being "reliable and useful", and have become one of the 50 typical universities with graduate employment experience in the country. The overall graduation destination implementation rate of graduates has remained at a high level, ranking first in Heilongjiang Province for 15 consecutive years. Graduates mainly go to the main fields of "three seas and one nuclear power" and important national strategic fields. Nearly 80% of graduates have devoted themselves to industrialization, informatization and national defense modernization, and more than half of graduates are employed in the world's and China's top 500 companies. The top 100 outstanding doctoral dissertations and nominations in the country account for 40% of the total number of awards in the national ship and ocean engineering discipline. Since its establishment, the school has trained more than 140,000 senior professionals of various types for the country, including more than 200 generals, ministers, governors, and academicians of the Republic, and more than 3,000 technical leaders and senior management talents of colleges and universities, research institutes, and large and medium-sized enterprises. They have made important contributions to the modernization of national defense and the country's economic and social development.

Scientific research has always been the leading force in the development of the school. It is not only famous for dozens of major scientific research achievements that fill domestic gaps, such as the first experimental submarine, the first hydrofoil boat, the first shipboard computer, and the first strip depth sounder in China, but also won the world's first title with achievements such as duplex submersibles, hovercraft, and gradient sound velocity meters. The school maintains a strong technical reserve in the field of ship, sea, and nuclear. The technology of underwater robots, vibration and noise reduction, ship roll reduction, ship power, integrated navigation, hydroacoustic positioning, underwater detection, nuclear power simulation, large ship simulation verification and evaluation, and high-performance ship design is at the leading or international advanced level in China. It has now become one of the main forces in the basic and applied research of ship science and technology in my country, a key unit for the development of advanced naval technology and equipment, and an important supporting force for the development of marine high technology in my country. At present, the school is the co-leading research unit of my country's first numerical water tank virtual experiment system, and is the core design and development unit of my country's seventh-generation ultra-deepwater semi-submersible drilling platform, 20,000-box ultra-large container ship, and intelligent ship. It has provided comprehensive basic technical support for the development of new ship types such as my country's first trimaran rescue boat, 10,000-ton container ship, luxury cruise ship, drilling platform, and deep-sea engineering equipment. It completed the hydroacoustic networking of 5 UUVs for the first time in China. The Wukong submersible developed by the school successfully dived autonomously to 7709m, which is currently the deepest unmanned and cable-free submersible in my country. The school developed a deep-water high-precision underwater integrated positioning system to ensure multiple deep-diving missions of Jiaolong, Deep Sea Warrior, and Striver, and won the second prize of the National Technological Invention Award and was selected as one of the top ten scientific and technological advances of Chinese universities; developed a new type of underwater unmanned submersible and equipped it to the troops, filling the gap in my country's underwater unmanned combat equipment, and appeared at the Equipment Development Achievement Exhibition and the 70th Anniversary of the National Day Parade, winning the special prize for national defense science and technology progress; as a third-party verification and evaluation unit, it supported the implementation of the aircraft carrier project throughout the process and won the second prize of the National Science and Technology Progress Award. Since the 13th Five-Year Plan, it has undertaken more than 5,700 projects of various types and won more than 130 scientific and technological awards at the provincial and ministerial levels or above. The school was awarded the "Outstanding Contribution Award for the Development and Construction of High-tech Weapons and Equipment", "Outstanding Contribution Award for Aircraft Carrier Construction" and the first "Outstanding Contribution Award for National Defense Science and Technology Industry". The quality management of scientific research products has passed the ISO9000 quality system certification, and it is the first domestic university to pass the "double certification". The China-Russia Polar Technology and Equipment "Belt and Road" Joint Laboratory has become one of the first 14 nationally recognized laboratories and the only national scientific and technological cooperation platform with Russia. It took the lead in establishing the "Deep Sea Engineering and High-tech Ships" and "Nuclear Safety and Simulation Technology" Collaborative Innovation Centers, which were recognized by the Ministry of Industry and Information Technology; the "Ship Power" and "Advanced Marine Materials" Collaborative Innovation Centers were recognized by Heilongjiang Province. The school has a national university science and technology park and was awarded the "National Science and Technology Enterprise Incubator". The school's per capita scientific research funding ranks among the top universities in the country.

The school adheres to internationalization and openness. The university has established good and stable cooperative relations with more than 100 units in 25 countries, including the University of Southampton in the UK, the Norwegian University of Science and Technology, the University of Lisbon in Portugal, the St. Petersburg State University of Marine Technology in Russia, the International Atomic Energy Agency, the world's five major classification societies and other world-class universities, research institutions, international organizations and enterprises. The school actively carries out Sino-foreign cooperation in running schools and introduces high-quality educational resources from world-class universities. It has jointly established the "Harbin Engineering University Southampton Marine Engineering Joint College" with the University of Southampton in the UK, which is the first Sino-British cooperative school institution with ship and sea characteristics approved by the Ministry of Education; and has carried out Sino-foreign cooperative education projects with the University of Aberdeen in the UK and the University of Swansea in the UK. It has jointly established the "Confucius Institute" with the Southern National Normal University of Ukraine and won the title of "Advanced Confucius Institute" in the world. The school is a university implementing the "Chinese Government Scholarship", "National Construction of High-level University Publicly Sponsored Graduate Students", and "International Cooperation Training of Innovative Talents" projects. Since 2017, the school has successively become the entrusted training unit of the "Chinese Government Atomic Energy Scholarship", "Chinese Government Ocean Scholarship", and "Marie Curie Scholarship" projects, and won the title of "National Advanced Collective for Studying Abroad in China" by the Higher Education Society. The school took the lead in establishing the International Ship and Ocean Engineering Innovation and Cooperation Organization (ICNAME for short), and is a member of the "Arctic University Alliance" and the "China-Pakistan Economic Corridor University Alliance". The school selects 500 teachers to go abroad for further studies, lectures and scientific research cooperation every year, and selects more than 900 students to exchange studies and visits to internationally renowned universities every year. About 1,500 international students are accepted to study at the school every year.
